Tertiary Administrative Units of the European Community (NUTS-III) from UNEP/GRID-Geneva

Summary

Abstract: The NUTS Boundaries data set (Nomenclature des Unites Territoriales Statistiques) shows sub-national administrative areas within the European Community (EC). Every EC member state has different levels of administrative subdivisions, designated as NUTS-I, NUTS-II and NUTS-III. These standard territorial units of each country have been integrated into a single vector data set. Thus, the data set ... shows sub-national regions down to the NUTS-III level, but at the same time the NUTS-II and NUTS-I levels are present. Not all these levels are represented in every member state. For example, no subdivision exists for Luxembourg, because of its size. In the same way, NUTS levels I and II for Ireland and NUTS level I for Denmark are not defined. The rest of the member states are represented on all levels. At each level, however, the size of NUTS regions varies considerably. This may result in inconsistencies in the analysis or display of geographic data. In order to ensure comparability, another data set is available, which shows a combination of NUTS levels II and III and also includes non-EC European countries ("Administrative Regions/Boundaries of Europe").

The original coverage was digitised at Sheffield University for the European Community from the 1:3 million-scale EC administrative map. Region codes were obtained from the catalog of NUTS regions and input as polygon attributes at Birkbeck College. The coverage was projected into Lambert Azimuthal which is the EC standard projection. GRID has re-projected the coverage to fit the Latitude/Longitude coordinate system. Also, overseas territories of European countries have been removed from the original coverage. Furthermore, attributes supplied by Eurostat for population size, names and surface areas have been checked, edited and added to the coverage.

The resulting NUTS-III data set, covering all 12 EC member states, contains 1397 polygons for 1036 regions and includes attribute data for the area, name and population size in 1987, 1988 and 1989. All three NUTS levels have been defined in the polygon attribute table and thus can be retrieved separately. In Arc/Info uncompressed 'EXPORT' format, the coverage comprises 5.0 Mb of data. The coverages called ECADMLL and ECADMLAM can be read from tape to disk using Arc/Info's TAPEREAD command and subsequently be imported into Arc/Info using the command:

The data set extends geographically from -10 34' 37" West to 29 37' 08" East longitude and from 34 48' 54" to 60 50' 38" North latitude. The coverage is also available in the original Lambert Azimuthal projection.

The source for the NUTS Boundaries data set is the Commission of the European Communities, Eurostat - GISCO, Luxembourg.
