Abstract: The Great Bay National Estuarine Research Reserve (NERR) digital
boundary was created as part of the Protected Areas Geographic Information
System (PAGIS) project. An updated digital version of Great Bay's boundary was
critical to the PAGIS project. The digital boundary was delineated from
management and research areas within the Reserve. It was not based on legal
Purpose: The PAGIS project provided each National Estuarine Research Reserve
(NERR) with a fully integrated geographic information system (GIS),
encompassing spatial data and Internet capabilities. One of the essential GIS
data layers being compiled for each Reserve was a digital boundary. The Reserve
boundary was delineated based on management and research areas and is not meant
to be a legal description ... of the Reserve.
SUPPLEMENTAL INFORMATION: This boundary is not to be taken as a legal
definition of the NERR boundary. It was created based on management and
research areas of the Reserve.

This data set description is a member of a collection. The collection is described in
Quality ATTRIBUTE ACCURACY REPORT: The original attributes provided with the original
digital file could not be tested for accuracy, but are believed to be accurate.
All attributes created during the editing process were verified by displaying
the lines in both the database and the spatial coverage.
LOGICAL CONSISTENCY REPORT: These data are believed to be logically ... consistent,
though no tests were performed. Line geometry is topologically clean.
COMPLETENESS REPORT: The boundary of the Reserve is dependent on the shoreline
and/or edges of rivers and bays as delineated on a USGS 7.5 minute Topographic
Map. The edges or borders of the boundary might change as the natural land
changes or better maps and aerial photography become available. The boundary
was not based on legal parcels or definitions; therefore, the core boundary is
a management/research boundary not a legal boundary.
HORIZONTAL POSITIONAL ACCURACY REPORT: The data were created by delineating the
boundary off a USGS 7.5 minute Topographic Map at 1:24000 scale. Therefore, the
horizontal accuracy is assumed to be within National Map Accuracy Standards,
with a horizontal accuracy of 45.6 feet at the 95% confidence level.
VERTICAL POSITIONAL ACCURACY REPORT: The data were delineated off a USGS 7.5
minute Topographic Map at 1:24000 scale. Therefore, the vertical accuracy is
assumed to be within National Map Accuracy Standards, with a vertical accuracy
of 11.9 feet at the 95% confidence level.
PROCESS DESCRIPTION: The original data from the Center for Marine Conservation
was converted from an ESRI ARCVIEW shapefile to an ESRI ARCINFO coverage. The
coverage was then projected into Universal Transverse Mercator and displayed on
a USGS 7.5 minute topographic map. The printed map with the original boundary
was sent to the Great Bay National Estuarine Research Reserve (NERR) for
editing. The NERR edited the boundary by drawing on the printed map using their
management plan and research areas for reference. The printed map was sent back
to the Coastal Services Center and the digital file was edited to reflect the
updates. The corrections were made by on-screen digitizing with the USGS
topographic map as the backdrop. Each arc of the boundary file was coded to
reflect the change made and the source and confidence of that change. The
coverage was then projected to the final projection used by the individual
